La pieza ha sido objeto de críticas y polémicaspor parte de sectores de la sociedad civil y de legisladores de partidos de oposición.
Más allá de sus cuestionamientos, y de no contar con el apoyo de los diputados de oposición, quienes no estaban presentes en el hemiciclo, fue aprobado en una segunda lectura con unos 94 votos a favor y solo 4 en contra.
La normativa tiene la finalidad de establecer la regulación del fideicomiso público, su organización, estructura y funcionamiento, así como respecto de su capacidad legal para administrar recursos públicos y proveer, gestionar y/o ejecutar obras y proyectos de infraestructura o servicios de interés colectivo.
La pieza, que fue una de las razones por la cual se llamó a la legislatura extraordinaria, pasará ahora al Senado de la República para su conocimiento.
